Wuhai City is an important node of the "Inner Mongolia Ningxia Shaanxi Gansu" economic zone and the Hubao Yinyu economic zone. It is an important national coal coking and chlor alkali chemical base. In the early stage, energy development and industrial output have made significant contributions to the national economic construction. The industrial structure that relies on energy and heavy industry not only supports rapid economic and social development, but also puts Wuhai in a dilemma of tightening environmental constraints, especially the prominent contradiction between regional water resource supply and demand, fragile ecological background, and insufficient environmental governance capacity. In view of the prominent ecological environment problems in Wuhai City, the resident support team strives to put forward strategies for ecosystem protection and restoration through the assessment of the quality of Urban ecosystem and the integrity of water ecology, and support Wuhai City to comprehensively fight the battle of ecological protection and governance of the Yellow River.

On March 13th, our association, as a participating unit in the research on environmental risk prevention and control of new pollutants in the Yellow River Basin led by Tsinghua University, accompanied by researcher Qi Weixiao on a research trip to the Inner Mongolia section of the Yellow River Basin.

On March 2nd, Academician Wu Fengchang, President of the Beijing International Ecological Economy Association, met with Mr. Zheng Zhigang, Executive Vice Chairman and CEO of the New World Group, in the VIP room of the association. The two sides had full communication on green and low-carbon, ecological economy, the development of the association and future cooperation

Academician Wu Fengchang warmly welcomed Mr. Zheng Zhigang's visit and introduced him to the basic purpose and work direction of the Beijing International Ecological Economy Association. The association's main purpose is to promote win-win and sustainable development of the economy and environment, adhering to the concept of "lucid waters and lush mountains are invaluable assets", promoting the development of ecological resources and energy conservation and environmental protection industries. By undertaking the transfer of government social work functions, establish a good industry self-discipline and supervision mechanism, formulate relevant standards for ecological economy and energy conservation and environmental protection industries, implement industrialization support and guidance measures, thus forming economic development and human health effective assistance for social harmony and coexistence.

Mr. Zheng Zhigang listened to the special report by Dr. Liu Hongzhi, Secretary General of our association, and fully affirmed the work of the association. Under the guidance of the Beijing Municipal Bureau of Commerce and the Beijing Municipal Bureau of Civil Affairs, and with the strong support of experts from various professional industries, the First Congress of Member Representative of the Second Session and First Council of the Beijing International Ecological Economy Association were successfully held at the National People's Congress Center on February 15, 2023. The transition work of the Beijing International Ecological Economy Association was successfully completed.

The meeting was attended by Hao Jiming, academician of the School of Environment of Tsinghua University, president of the first council of Beijing International Association for Ecological Economics, Peng Suping, academician of the State Key Laboratory of Coal Resources and Safe Mining of China University of Mining and Technology (Beijing), Ni Jinren, academician of the School of Environmental Science and Engineering of Peking University, and Wu Fengchang, academician of the National Key Laboratory of Environmental Benchmarking and Risk Assessment of Chinese Research Academy of Environmental Sciences. And more than 100 outstanding experts and scholars from the field of ecological economy jointly attended this conference.

Academician Hao Jiming, President of the First Council of the Beijing International Ecological Economy Association, reported to the conference on the overall work of the first council. He stated that in the past seven years, the association has adhered to the overall deployment of the party and government on the reform of associations, adhered to the principle of focusing on the center and serving the overall situation, continuously improved its ability to handle meetings in accordance with laws and regulations, and successfully completed various key tasks established by the first council. Significant achievements have been made in member services, advisory services, public welfare support, and the fight against the epidemic, and the association has made significant progress in its own construction. However, there are also certain shortcomings, such as the association's significant room for improvement in making the world hear the voice of China. He believes that the new council of the Beijing International Ecological Economy Association, under the leadership of the Party and government, will be able to deliver a more exciting answer sheet based on the capital and facing the international community.

This general meeting elected 50 members of the new council and board of supervisors of the Beijing International Association for Ecological Economics, including academician Wu Fengchang, academician Peng Suping, academician Ni Jinren, professor Zhou Ke of the School of Law of Renmin University of China, professor Zhang Shiqiu of the School of Environmental Science and Engineering of Peking University, researcher Cao Hongbin of the Institute of Process Engineering of the Chinese Academy of Sciences, and professor Zhang Yalei of the School of Environmental Science and Engineering of Tongji University, elected unanimously as a member of the new council and supervisory board of IEEPA. The conference also reviewed and passed the newly revised Articles of Association and Management Measures for Collection of Membership Fees of the Beijing International Ecological Economy Association.

Academician Hao Jiming and Academician Peng Suping were unanimously elected as the Chairman of the Academic and Expert Committee of the Beijing International Ecological Economy Association and the Chairman of the Green Mining Professional Committee of the Beijing International Ecological Economy Association respectively.

    Academician Wu Fengchang, President of the Second Council of the Beijing International Ecological Economy Association, delivered a concluding speech on behalf of the new council and made comprehensive arrangements for the work of the new council. This session of the council aims to establish a first-class association in the capital and even the whole country, deeply implement the spirit of the 20th National Congress and Xi Jinping’s concept of ecological civilization, and closely focus on the work of the ecological economy center. Firstly,  leverage the characteristics of the Association, focus on promoting the construction of Beijing's "green industry" system, prosper the ecological economy, promote technological innovation, and serve the construction of ecological civilization in Beijing and the whole country; Second, give full play to the advantages of the Association, deeply promote the construction of the "zero waste and zero carbon rural carbon neutrality" demonstration project in Beijing, spread the concept of zero waste and zero carbon, and promote the formation of carbon neutrality design centers in Beijing and the country. The new council will continue to adhere to the purpose of promoting public welfare in Beijing's social organizations, strengthen standardized management, innovate development methods, and continuously improve the level and capacity of various consulting services provided by the association. 

Warm Congratulations on the Success of the Second Session of Beijing International Ecological Economy Promotion Association

Recently, the technical guide for evaluating the effectiveness of EOD mode implementation in Taixing Industrial Park, which was jointly studied by Ningbo University, Chongqing University, Chinese Society For Environmental Sciences, Taixing Enterprises and other units, was opened under the overall planning of Taixing High tech Industrial Park in Jiangsu Province, led by Beijing International Ecological Economy Association.

This study is based on a three-year pilot project of the Ecological Environment Oriented Development (EOD) model in Taixing City. Through collaborative research, the technical process for evaluating the effectiveness of the project and the EOD group standards are introduced to help the park improve its demonstration, professionalism and representativeness. At the same time, it provides a methodological system and index research for evaluating the effectiveness of EOD in national parks.

During the collaborative research period, multiple on-site meetings will be held to invite a group of experts, scholars, and industrial park EOD pilot leaders from the environmental protection field to participate in the event. The EOD model of Taixing High tech Industrial Development Zone will be launched in Jiangsu and promoted nationwide.

Beijing International Ecological Economy Association Leads a Joint Study with Six Units to Evaluate the Effectiveness of the Implementation of the EOD Model in Taixing High Tech Industrial Park.

The zero waste and zero carbon ecological agriculture demonstration park led by the International Ecological Economy Association has been approved by Hainan Province. The implementation of this project will vigorously promote the development of zero waste and zero carbon agriculture in Hainan Province, and practice the "positive and stable promotion of carbon peak carbon neutrality spirit" in the report of the Twentieth National Congress of the Communist Party of China. It will become the first ecological agriculture zero waste and zero carbon demonstration park based on natural solutions in Sanya City, Hainan Province, and even the country, which becomes a necessary attempt and exploration demonstration to accelerate the green transformation and upgrading of agriculture in Hainan Free Trade Zone, promote rural revitalization, and enhance China's agricultural production ability to adapt to climate change. It will become a model area for the reform of the ecological civilization system in Sanya City, a pilot area for the realization of ecological value, and a demonstration area for clean energy. It is a new rural area for green and low-carbon development in Hainan agriculture.

The Zero Waste and Zero Carbon Ecological Agriculture Demonstration Park Led by the International Ecological Economy Association has been Approved by Hainan Province

Recently, the Ministry of Ecology and Environment approved the "Joint Research on Ecological Protection and High Quality Development of the Yellow River Basin", led by Tsinghua University and with the Beijing International Ecological Economy Association as an important participant, focusing on the second sub project of the Yellow River Basin's new pollutant environmental risk prevention and control research. This study deeply implements Xi Jinping’s ecological civilization ideology and the important speech spirit General Secretary Xi Jinping gave at the symposium on promoting ecological protection and high-quality development in the Yellow River Basin, supporting the implementation of major strategic decisions of the Yellow River country and the battle for ecological protection and governance of the Yellow River. 

At present, the base number of new pollutants in the Yellow River Basin is unclear and basic data is lacking. New pollutants have potential ecological and health risks. There is an urgent need to conduct systematic research on the occurrence characteristics, concentration levels and environmental risks of new pollutants in the basin. Therefore, conducting investigation and monitoring of new pollutants in key industries, typical industrial parks, drinking water sources, and other key areas in the basin, followed by risk assessment, identifying the emission list of new pollutants in typical industries, and forming environmental risk control measures and prevention and control plans for new pollutants in the basin are important links to ensure environmental safety in the basin. Conducting research on risk prevention and control of new pollutants in the Yellow River Basin is of great significance.

The project objective is to carry out environmental investigation and monitoring of new pollutants in key industries, typical industrial parks, and important drinking water sources in the Yellow River Basin, and to establish a database for investigation and risk assessment of new pollutants in key industries and important drinking water sources; Identify new pollutants in typical industries in the Yellow River Basin, construct a list of potential new pollutant emission sources in typical industries, complete environmental risk assessments for 20-30 new pollutants, and clarify the distribution map of environmental risk for new pollutants in the Yellow River Basin; Propose a list of key control measures for new pollutants in the Yellow River Basin, and carry out pilot projects for new pollutant control in key enterprises and industrial parks to form environmental risk prevention and control solutions.

Recently, the French ambassador to China Laurent BILI sent a letter to the full-time vice president of the IEEPA Li Junyang, highly appreciating the joint efforts of the two countries in dealing with the COVID-19 pandemic, and expressed the hope that IEEPA would continue to play an active role in Sino-French cooperation in ecological transformation, especially in ecological economy, environmental sustainable urbanization and other specific projects.

The ambassador said in his letter that China and France have been working together in promoting ecological transformation so closely and been increasingly active in joint action to combat climate change and biodiversity protection. On November 6th, 2019, President Xi Jinping and President Macron jointly issued  

Beijing Call for Biodiversity Conservation and Climate Change

 , indicating the highest-level commitment of the two countries in these fields.

According to Li, since the COVID-19 outbreak, the two countries have supported each other and united together in response to the pandemic, and the joint fight against COVID-19 has once again highlighted the long-term friendly and cooperative relationship between the two governments and social groups. In the face of the outbreak, in order to give full play to the role of all sectors of society, both countries need to bring their professional organizations’ own effect into full play, prepare for social organizations to participate in government work and undertake social responsibilities. It is not enough for any country or society to rely solely on the power of the government for social governance. Channels, mechanisms and methods are necessary to make full use of social forces. The International Ecological Economy Promotion Association is ready to join hands with French governmental organizations, Non-Governmental organizations, scientific and business communities to fulfill the real needs of people as members of an intimate community of shared destiny with concrete actions and jointly defeat the pandemic.

Li also revealed that the IEEPA was formulating related plans, intending to hold the 2020 World Ecology Conferences (WEC), which would continue to strive to push the world in green ecological development pattern transformation, liaising with all walks of life to address the global issues of climate change and environmental degradation caused by human activities and economic development, which are closely related to the healthy development of ecological civilization.

Edmond Alphandéry, chairman of the Euro 50 Group(G50), former French finance minister, also served as director of foreign counselors of IEEPA, praised the World Ecology Conferences led by IEEPA which has an international perspective, for its practical significance of proposing suggestions to the government in the field of politics and economic and environmental solutions for enterprise development through discussions of experts and scholars from participating countries.

As you said in the letter, France and China have been collaborating in the fight against COVID-19. In addition, we have been working together in promoting ecological transformation so closely and been increasingly active in joint action to combat climate change and biodiversity protection. On last year’s November 6th, President Xi Jinping and President Macron jointly issued Beijing Call for Biodiversity Conservation and Climate Change, indicating the highest-level commitment of the two countries in these fields.

I am convinced, as well, of the importance of our bilateral cooperation on sustainable urbanization, especially in specific projects such as the France-China Wuhan Ecological Demonstration City. Like other areas of ecological transformation, bilateral intergovernmental cooperation on this topic needs to be enriched by active interaction between enterprises of the two countries and promoted by associations like IEEPA.

On July 1, 2020, the drafting group expert of the "Green Development and Energy Conservation and Environmental Protection Application in the Non-metallic Sandstone Industry" of the National Green Mine Environmental Protection and High Quality Development Series recommended that the exchange meeting should be held at the International Ecological Economy Promotion Association (IEEPA); Li Junyang, Acting Vice President , Cui Wenlong, Deputy General Manager of China National Building Materials Group Geological Engineering Exploration Academy Co., Ltd., and related academic experts jointly discussed and had an in-depth communication of the upcoming "Green Development and Energy Conservation and Environmental Protection Application in the Non-metallic Sandstone Industry", one of the National Green Mine Environmental Protection and High Quality Development Series.

The National Green Mine Environmental Protection and High Quality Development Series is to guide and standardize the non-metallic sandstone mining industry to quickly move toward green, industrial, intensive, digital, intelligent, international and healthy and sustainable development. The stone mining industry promotes the construction of a number of exemplary enterprises with national-level green mine environmental protection and high-quality development.

"Green Development and Energy Conservation and Environmental Protection Application in the Non-metallic Sandstone Industry" is China's first "Guide to the Construction of National Green Mine Non-metallic Sandstone Mining Industry Demonstration Standards", which was published in June 2019. Chapter 5, 6, 7 are the outline, respectively in three aspects of "green exploration and development of sand and gravel resources, energy conservation and efficient use of energy, and ecological environmental protection", specifying the requirements and systems of green mines in the sand and gravel industry in the field of high-quality economic and environmental development and construction, elaborating the technical points in the construction of green mines, as well as new technologies and methods, which are practical and forward-looking, and have the value of demonstration to lead the development of the industry.

The book is divided into six chapters and appendices. The first chapter is an overview of the sand and gravel industry, which defines and classifies the aggregates, and systematically analyzes the history of development, current status, existing problems and development trends of the sand and gravel industry; the second chapter is an introduction of production technologies of the gravel and aggregates, describing the mining and processing technology of sand and gravel aggregates; Chapter three is the green exploration and development of sand and gravel resources, describing the distribution of sand and gravel resources, the requirements for green exploration and development and construction, and the efficient and comprehensive utilization of sand and gravel resources The fourth chapter is about energy saving and energy efficient utilization. It elaborates the energy saving overview, analyzes the energy consumption of the sand and gravel industry, and proposes energy saving and consumption reducing measures, discussing the feasibility of the application of new technologies and new energy in the sand and gravel industry. Sand and gravel mines are the important foundation for the "big infrastructure" and "new infrastructure" to revitalize the economy after the epidemic. The drafting group of "The Green Development and Energy-Saving and Environmental Protection Application of the Non-metallic Sandstone Industry in the National Green Mines" of the National Green Mine Environmental Protection and High Quality Development Series will continue to deepen the field of high-quality development of non-metallic sandstone mines, further lead the industry's high-quality development, and promote the high-quality development of the environment and economy.

Li Junyang said that this series of books aims to demonstrate and lead the high-quality and sustainable development of the entire sandstone mining industry, to provide guidance for the construction and high-quality development of sandstone mining enterprise demonstration projects, and to provide environmental protection, energy conservation and resources. In general, starting from higher environmental protection requirements and high-quality, industrial coordination, and sustainable development goals, the top-level design of the standard schemes independently undertaken by enterprises to undertake project demonstrations, scientific planning, rational layout, and optimization from a strategic perspective. The structure of the industrial chain is to set a higher goal for long-term development, with the focus on leading. Cui Wenlong introduced, China National Building Materials Geological Engineering Exploration Academy was established in the 1950s and is affiliated to China National Building Materials Group Co., Ltd., which is directly managed by the China Building Materials Industry Geological Prospecting Center. It is the only non-metallic mineral system in Sinoma Group that also focuses on research unit. At present, China's annual output of raw coal in 2019 is 3.75 billion tons, while the output of sandstone mines in 2019 is as high as more than 20 billion tons. Compared with other minerals, the sandstone mine market has traditionally had low entry barriers. The technical parameters related to the mining field are very scarce, and the market in the segmented field needs to be further strengthened. Therefore, writing and publishing a series of books, regardless of application value, market value and research value, has very important guiding significance and practical needs.

Teshome Toga, the Ambassador of the Federal Democratic Republic of Ethiopia, visited IEPPA and held discussions about cooperation.

With the improvement of infrastructure and the increase of demands in the energy field, the Federal Democratic Republic of Ethiopia nowadays has become one of the most fast-growing economies in Africa.

On June 11th, 2020, Teshome Toga, the Ambassador of the Federal Democratic Republic of Ethiopia to China, together with the Minister, Asaye Alemayehu, as well as the First Secretary, Yonathan Ghebremedin Simon, visited the International Ecological Economy Promotion Association(IEEPA). The Acting Vice President, Li Junyang, met with the delegation. They exchanged ideas on cooperation in the fields of clean energy, infrastructure construction, ecological city planning, etc.

According to Teshome Toga, since the reform and opening up, China's economy has developed rapidly for 40 years, which can be a valuable learning experience for Ethiopia. Ethiopia had not paid much attention to the ecological development of enterprises in the past, however, they have realized the importance of ecological developments and bewared that they must adopt a model of sustainable developments, aiming at enhancing the ability to cope with ecological restoration and climate changes. Currently, Ethiopia is using clean energy for power supply and has set a goal of achieving zero emission by 2025.

During the meeting, Teshome Toga said that there are many Chinese enterprises in Ethiopia, especially in the field of energy, where opportunities and challenges co-exist. Meanwhile, Ethiopia is gradually incorporating the concept of sustainable development into businesses in hope of environmental protection. The government is adjusting approaches to achieve a win-win situation for both business explorations and sustainable developments. So far, Ethiopia has provided one-stop services for foreign-invested enterprises, bringing opportunities for investments to Ethiopia's neighboring countries, including Djibouti, Sudan, etc. Witnessing great potentials in the energy market of Ethiopia, the government supports the developments of the renewable energy industry and welcomes investments from private capitals and public-private joint ventures. In the five-year plan of Ethiopia for energy developments, renewable energy will be used to increase the national electricity supply by 2020. This is what Ethiopia has committed to climate changes. Among all, hydro-power will be developed as the main energy channel in Ethiopia. Meanwhile, considerable amount of wind energy, geothermal energy, solar energy and biomass energy will also be explored in the near future. In terms of investment models, Ethiopia carries out infrastructure construction with the cooperation of the government and social capital ("PPP" for short). Ethiopia promulgated thelaw of PPP in February 2018, promoting investments and financing models in social infrastructure. 

According to the Acting Vice President of IEEPA, Li Junyang, economical developments require the enthusiasm of the public, while the synergetic relationship between environmental protection and economic developments requires the positive guidance of the government . Furthermore, the ultimate goal of economical prosperity is to nurture the good nature of man, which should always be seen as the fundamental motivation. From the perspective of market, Li had two main suggestions as to Ethiopia's economic developments. Firstly, at the beginning of policy-making, the government needn’t formulate economic policies which are too detailed and specific. The key is to encourage the market to take a first try and then gradually implement relevant regulations. If there were too many constraints in the first place, the vitality in the market will be reduced and the development of economy will be stunted. Secondly, it is necessary to make an overall plan for the environment, energy, minerals, etc. Moderate explosion and proper application is very important, because the resources belong to its country and people. Resources within the country can cater to the basic need for survival and production, as well as provide a living environment. Environmental protection and Ecological maintenance is the top issue, therefore, certain controls and management must be taken by the government. China used to take the wrong path of "pollution first, treatment next". For example, the policy of mining in the past was focused on exploitation instead of protection, which caused serious consequences afterwards. This wrong experience can be a useful lesson for Ethiopia. 

To  Li’s  belief, although great potentials for investment can be found in the field of infrastructure construction and urban planning in Ethiopia, China has encountered certain problems with the PPP model when investing and providing finances. The PPP model focuses on the sustainability of local finance, which can later assure the sustainability of joint ventures with private enterprises. However, from a practical perspective, it is easier said than done. Difficulties in management can bring certain instability. For instance, because the return of funds cannot be guaranteed, some contracts cannot be executed according to the previous agreement and many private enterprises end up with bankruptcy. Therefore, PPP may not be the most ideal model for investment and financing. However, as to enterprise developments, it seems unnecessary to stick to one certain model, because the market should be the key element in decision-making, given that sustainability and stability of projects should count the most. 

Teshome Toga expressed his appreciation for Li Junyang’s suggestions. He concluded that what Ethiopia has done is aimed at improving business environments. Teshome sincerely invited the members of the International Ecological Economy Promotion Association to visit Ethiopia in the future and look for new opportunists for cooperation after epidemic ends.

In the end of meeting, the two sides agreed for achieving the win-win development of the economic and environment by cooperation between the two countries. The delegation of IEPPA will look for opportunities to visit Ethiopia in the near future.

As COVID-19 is spreading across the globe, IEEPA single-handely initiated and use limited money for scheduling as well as procurement of medical materials. Acting as a social force from NGO, IEEPA has provided assistance to some research institutes in Japan, Korea, Italy, UK and Belgium. In hope of promoting the general public in all countries, especially the research strength that leads the world’s development, IEEPA has been contributing to the development of global diversity and boosting research groups from typical universities, who put harmonious coexistence among human, nature and future as their target. All of these proactive and leading actions pave the way for the practice of the idea of building a community of shared future for mankind.

As an old Chinese saying goes, “A friend in need is a friend indeed. ”We are looking forward to more cooperation in the near future. 

The University of Birmingham is a British university with a strong medical background. It has played a significant role in supporting the UK government and their nationals to fight against COVID-19. Zhong Nanshan, a Chinese respiratory specialist, was awarded an honorary doctorate by the University of Birmingham. The Affiliated Hospital of the University of Birmingham has always been responsible for the treatment of a myriad of patients. In addition, researchers at the University of Birmingham School of Medicine have been actively involved in expanding the screening work against this pandemic of the Public Health Department in England, and studying the treatment of novel coronavirus around the clock. The University of Birmingham Student Union also became a participant, organizing volunteer groups to provide assistance to those in need.

This donation not only promoted the friendship between the non-governmental organizing units on both sides, including social groups in China and research institutes in UK, and international organizations across the globe, but also strengthened the relationship of mutual assistance between our two peoples. In the meantime, it shows our love and mutual support and embodies the belief that love respects no borders. In this fight against COVID-19, we’ve been standing closely together though thick and thin and jointly declaring an all-out war against the pandemic.

Both sides held a successful discussion on the mechanisms to balance economical developments and sustainability of our environment.

China Energy Conservation and Environmental Protection Group Paid a Visit to IEEPA and Held Exchanges on Ecological Economy

Till now, the epidemic in China has been put under effective control. The economic development, especially the growth of enterprises, has become a focus of all walks of life. International Ecological Economy Promotion Association(IEEPA) led its member institutions to the Embassy of Serbia in China on the morning of May 28th and held talks on cooperation regarding an energy-saving and green initiative in Serbia based on common consensus. Both sides held in-depth exchange on investment opportunities in fields of infrastructure, energy and environment in Serbia. Li Junyang, executive vice-president, also participated in this talk. Due to some temporary business, Serbian ambassador to China Milan Bačević entrusted Commercial Counsellor Marjan Božović and his representative to deputize for him to engage in this joint meeting.

The Acting Vice President Li Junyang said that the Serbian ambassador Milan Bačević paid a personal visit to IEEPA and promoted green cooperation programs between Serbia and IEEPA. In this regard, IEEPA has done relevant analysis in combination with the project, and made targeted recommendations of four representatives out of all member companies in order to accurately connect both IEEPA and Serbia and provide guidance. The four companies are energy pipeline new material high-technology company that has advanced technology and strength in infrastructure, company that has technological advantage in complementary areas such as solar power and photoelectricity, high-tech company in charge of electric transmission and transformation equipment in electricity domain and competitive company field of urban heat supply and sewage treatment respectively. Guided by the general direction of the Belt and Road initiative, this will proactively help our member enterprises go global and provide substantial support for them. 

In particular, six government agencies including the National Development and Reform Commission jointly issued a decision on the support for the sound development of green private enterprises recently. Concentrating on four aspects of fostering a fair and open market environment, improving policy support for industries that are inclusive in nature, boosting operating capacity of our enterprises and facilitating information communication and feedback mechanism, NDRC and other departments have put forward 12 policies and measures designed to underpin the sound development of these private enterprises. 

Li Junyan made an emphasis on this issue. At present, energy-saving and environmental enterprises will gain full-dimensional support from the Central Government and relevant ministries from multiple angles, especially some policies that are under acceleration. All enterprises will gain solid back-up in this regard, and we also have full confidence about this. We hope that through joint efforts with Serbia, we can make a cooperation plan. We’ll also make some arrangements such as inviting government departments of Serbia and their embassy officials in China for some visits in order to lay a solid foundation for further field visits to Serbia. 

Li Junyang also forecast a promising future for Chinese companies’ growth in Serbia. This marks a great opportunity for enterprises to cope with difficulties in the era of globalization, especially take Serbia as a platform to enter in to the EU market. In the meantime, support provided by Chinese government becomes a cornerstone for the successful cooperation of enterprises of both sides. 

Marjan Božović said that Serbia is an important cooperative partner of China. Regarding the bilateral cooperation in fields of electricity, energy and railway, China and Serbia have delivered fruitful outcomes. At present, Serbia has lifted the lockdown, and domestic situation continues to improve. Next, Serbia will spur economic growth and become a more appealing cooperation destination for foreign capital. He also expressed his appreciation for Li Junyang’s personal visit to Serbian Embassy in China, for jointly convening this exchange aiming at targeted cooperation, and for effective and practical promotion of the program from both sides. Embassy of Serbia will formulate a report at earliest time possible and report to the Ministry of Energy, Ministry of Environment and Ministry of Commerce of Serbian government. Going forward, both sides will set a specific timetable, make plans through consultation and do bilateral investigations, which will strongly boost the cooperation of Chinese enterprises in Serbia.  

Entrepreneurs invited to this meeting, who elaborated on their technological edge, successful cases, achievements and so forth, are all from our member enterprises. They felt the enthusiasm from both sides for this cooperation. This meeting also laid a solid foundation for specific cooperation and convergence. They hope to continue to build a cooperative mechanism and play its long-term role under the strategic guidance the IEEPA. Some entrepreneurs also said that as domestic situation evolves, we need to establish a predictive mechanism for development given current economic growth and political situation. Now the collaboration on relevant projects is paying higher attention on support from specialized organizations. From the perspective of domestic need, a new type of cordial and clean relationship between government and business should be established. On the global arena, we need to build a risk evaluation system. These two aspects rely on professional guidance and systems of specialized organizations, architecture design and counselors in charge of operation, especially the model of fostering the cooperative and developmental ecosystem from ecological angle, which is built by IEEPA in an effort to promote modern operation of enterprises and global high-quality development. These actions provided a new perspective and focus for entrepreneurs. And cooperation is no longer like the relationship between A and B, but the mix of both.

Hao Jiming, President of IEEPA, Academician of Chinese Academy of Engineering, Xu Guang, President of China Environmental Protection Foundation of Ministry of Ecological and Environment, Li junyang, Acting-Vice President of  IEEPA , Fang Zhi, Undersecretary General of China Environmental Protection Foundation, Zhang Wenzhong, Director of Beijing Emergency Medical Center, Zhang Wei and Shao Shiyu, Deputy Director of Beijing Emergency Medical Center and Director of Department of Motor Vehicles attended the vehicle donation activity.

	Beijing, as the capital of China, faced with the current rapid spread of the epidemic abroad, and the risk of importation is still increasing. Preventing epidemic is facing complexity. The guarantee of emergency supplies is particularly important. Therefore, the IEEPA decided to take 360,000 yuan from the China Environmental Protection Foundation of Ministry of Ecological and Environment to purchase Ford customized negative pressure ambulance, making contributions to The Beijing Emergency Medical Center, named receiving unit of The People’s Government of Beijing Municipality, actively supporting the health and safety of people in Beijing. The Ford customized negative pressure ambulance donated, is mainly used for the transportation of novel coronavirus pneumonia (COVID-19) patients there.

"The ultimate goal of environmental protection is for people to get along harmoniously with the environment. IEEPA, always committing to the improvement of environment and economy, is also aiming to protect human health, and the emergency center is an important part of the last defense line of human health system. At present, the municipal emergency center has been undertaking the transportation of the majority novel coronavirus pneumonia patients in the city. We, as a professional community in field of ecological economy, in spite of a non-profit organization with limited funds and resources, under this epidemic, we finally decided to apply the limited resources to support the anti-epidemic work of the municipal government on considering how to serve at the ultimate goal of the ecological services to improve people’s health in the capital. Therefore, a negative pressure ambulance is donated to the emergency municipal center to jointly guard the last important strategic pass of citizens’ health in the capital. " Hao Jiming, President of International Ecological Economic Promotion Association, Academician of Chinese Academy of Engineering, stressed the original intention of this donation activity then and there.

Xu Guang, President of China Environmental Protection Foundation of Ministry of Ecological and Environment, said that since the outbreak of epidemic, the foundation has taken an active action to deliver a large number of urgently needed medical waste transfer vehicles, turnover boxes and various kinds of protective materials to Hubei Province, so as to stouten the force in promoting the anti-epidemic frontline; the cooperation of China Environmental Protection Foundation and the IEEPA  not only donated ozone disinfector for the anti-epidemic work of Hubei Province, but also contributed to the epidemic emergency prevention work in the capital with the donation of negative pressure ambulance.

Li junyang, Acting Vice-President of IEEPA , said that as a community organization and non-profit organization, as well as a member of Beijing citizens, who construct and develop “based on the capital and oriented to the international”, under the current epidemic situation, should take the initiative and give full play to its role. The association began to plan and formulate detailed response programs, preparations of material donations and the epidemic prevention steps since the Spring Festival; which not only supported the Union Hospital affiliated to Tongji Medical College of Huazhong University of Science and Technology and the anti-epidemic headquarters of The People’s Government of Yidu Municipality, and donated epidemic prevention materials to the basic-level public securities, traffic polices, police stations, subdistrict offices, communities, etc. in the capital, but also directly arranged shifts everyday to participate in the process of the capital's epidemic prevention at basic level, paying attention to the development of the capital's "the first place" spirit, and adopting the integrated measures of humane ecological humanism and the epidemic prevention’s requires. Meanwhile, "love without borders" is advocated, "people to people, love and mutual assistance" are the link, and we implement the action of "love world transmission" which has been successfully carried out in Japan, South Korea, Serbia, etc. and come into high efficient function at present. As a community, we are also facing the development problem. But given the epidemic, we give priority to the needs of epidemic work. We believe that with the strong support of the government today, the role a community could play will become more and more important. Faced with the needs of epidemic donation and material support for epidemic prevention work, we will go through all the temporary difficulties in our association. We insist on "sustainable improvement" as the work value, and are also confident of a better development in the future.

Zhang Wenzhong, Director of the Beijing Emergency Medical Center, said at the time of donation, that it has been 100 days since the first patient was received on January 12th this year, and the emergency medical center has undertaken 98% of the transformations of the novel coronavirus pneumonia patients in the city. At present, it is still undertaking the transformations of close contacts in two major airports, five railway stations and other places. For all the staff of the emergency medical center, they are doing the repeated work every day to run the patients, but for the masses, calling 120 may take place only for once in their lives, which requires the staff of the emergency medical center to treat each visit with a high sense of responsibility and a great awe. The emergency medical center is very grateful for the negative pressure ambulance donated by the IEEPA and the China Environmental Protection Foundation, for it is beneficial to the transfer work of the center. At the same time, we realized the difficulties of IEEPA as a social community who give priority to making contributions to the emergency security of the city under the limited funds and resources. We sincerely thank you. I also hope that in the future, with the support of IEEPA and the China Environmental Protection Foundation, we all together will continue the contributions to the health of the people in the city.

Since the outbreak of the novel coronavirus pneumonia, according to "scientifically planning, orderly participation and do function,” IEEPA has taken actions against the epidemic, thoroughly implemented the decisions and arrangements of the Party Central Committee, the State Council and the Beijing municipal government, and actively mobilized the affiliated member units, experts and scholars and all social workers of specialized committee to take the initiative to join in. IEEPA raised more than 300,000 yuan with personal donations of its own experts and staff, and reached an accumulated donation of more than 1 million yuan, including 600,000 yuan donated to Beijing, 220,000 yuan to Wuhan, Yichang and other places in Hubei Province, and 170,000 yuan to Japan, South Korea, Serbia and other countries. In the work of epidemic prevention, as a community group, IEEPA is pragmatic and efficient, making the best use of things, and everyone do his duty. This time, IEEPA’s donation of negative pressure ambulances to Beijing Emergency Medical Center, is also for the target to bring more positive energy to the capital society with its own strength, lead more social organizations to act together to play a part in protecting the health and safety of the capital. The negative pressure ambulance purchased by IEEPA uses technical means to make the air pressure in the car lower than the external atmospheric pressure, so when the air flows freely, it can only flow from the outside to the inside of the car, and the negative pressure can also discharge the air in car after innocent treatment, reducing infection, and minimizing the risk of cross infection among medical staff during the treatment and transportation of infectious diseases and other special diseases patients. The vehicle is also equipped with a complete set of rescue equipment, such as ventilator, defibrillator, ECG monitor, etc., and equipped with ultraviolet disinfection lamp, central oxygen supply interface and other equipment. Therefore, we actively support the improvement of comprehensive treatment and service capacity of Beijing, and safeguard the safety of the masses to ensure the health of people in the capital, and take supportive actions to effectively deal with emergencies and strengthen comprehensive emergency services.

Nowadays, the domestic epidemic prevention and control is turning better and shows positive trends. However, governments and organizations at all levels and the grassroots are still serious about the prevention and control of the epidemic and play their  roles in defeating COVID-19.

IEEPA keeps staying in the front line of epidemic prevention. Our staff, including our interns who have just started their careers and volunteered to join, took turns to undertake the duty every day. Their selfless dedication indicates the power of public welfare from joining social organizations and taking action for the society.

During their duty at the grass-roots, the staff learned that, due to the long time span of the epidemic prevention and control, the great amount of front-line checkpoints, and the large number of participants, there was a shortage of the epidemic prevention materials. The grassroots leaders of the Zhandong Community of Jianguomen Subdistrict Office in Dongcheng District in Beijing asked the IEEPA staffs whether IEEPA can help provide some materials that are always in short supply because of the huge daily usage of the epidemic prevention. Facing the need of epidemic prevention at the grassroots, the leaders of IEEPA took the lead in planning. The mission is to meet the needs of the epidemic prevention. The development of social organizations is also indispensable from the support of the municipal party committee and the municipal government. Nowadays, it’s our time to take action and we cannot set back. Therefore, IEEPA decided to take a proportion of the organization’s funding for purchasing materials, in order to ensure the needs of grassroots epidemic prevention materials, which is our priority, to fully support the front line of grassroots, as well as to contribute to defeating the epidemic.

With efficiently organizing and operating, IEEPA got the needed materials in three working days, and immediately sent the masks, disinfectants, and other donated anti-epidemic materials to the Jianguomen Street Office and the Zhandong Community where the association is on duty in the morning of April 13. According to the person who is in the charge of the sub-district office and the community, since the onset of epidemic prevention and control work, IEEPA have provided great support and it’s the second shipment of donated materials. At the same time, the volunteer from IEEPA are on duty when the flow of people is most concentrated, which helps relieve the work intensity and pressure of the staff in the grassroots, especially in the emergency response. There are many shining points worth learning.

IEEPA has just effectively dealt with a security risk emergency at the duty point of Zhandong Community. A Heilongjiang person who came to Beijing concealed his travel records and still occurred in the streets in Beijing when his was 39℃. The IEEPA staffs came up to take immediate action, a special process. On the one hand, they reported to the person in charge of the community immediately. On the other hand, in order to release the pressure, they started language counseling so that he/she should not be worried or afraid. They told the person that everyone came here to help and the medical services in Beijing are great. They also mentioned that, firstly he/she would be sent to take a test to see whether he/she is infected, if so, he/she can get efficient treatment, otherwise, he/she will be sent to be isolated in a designated hotel with great care. All the actions greatly eased the tension of he/she, and therefore IEEPA was praised by the community leaders and grassroots cadres.

In the afternoon of April 16th, at the interval between duties, the director and the party secretary of the Zhandong Community of Jianguomen Station came to the office of IEEPA in person with the community's Thank You Letter and certificates, showing their gratitude for such a strong support from IEEPA. Li Junyang, the full-time vice president of IEEPA welcomed them warmly. Li said, as a municipal first-class organization, the epidemic prevention work is not only IEEPA’s obligation but also the responsibility, and the community staff at the front line contributed more. He also mentioned, based on current situations, the epidemic prevention and control will continue, and the front line of the community is the most critical part at the moment. IEEPA hopes to continually promote the spirit of Beijing’s ecological humanism, "Kindness First", with the community cadres during epidemic prevention. We believe that, this experience will become an indelible memory in all our entire lives, because we used to gather and fight together for the safety, the health, as well as the harmony of ecology and humanism of our capital Beijing!

Against the COVID-19. Our love around the world!

Since the outbreak, the International Ecological Economy Promotion Association(IEEPA) has been proactive at the grassroots of the capital and has participated directly in the quarantine service. One team for two people, has been working in charge of duty in the Jianguomen Street, Dongcheng District, and has significantly alleviated the work intensity and pressure of the personnel working at epidemic checkpoints at the grassroots. In the course of duty, volunteers took the lead and fully promoted t the ecological and humanistic spirit “The First Philanthropist Is Me”.

In accordance with the needs of grassroots work, finest volunteers have been actively drafted into the front by IEEPA and played their role of the Party’s vanguard band. Starting on March 5 with a full-time shift of 2 people at a time for two hours, volunteers have been carrying out uninterrupted duty in the Jianguomen Beijing Railway Station North community. The scope of Jianguomen Street Beijing Railway Station East Street checkpoint, includes not only the hutongs of the armor factory, drawer hutongs, east alley of Paozihe, Beijings Railway Station Police Station, Dongcheng District, city management law enforcement team, Beijing Railway Foreign Transportation，gas company and many other administrative units，but also the Beijing Railway Station East Street community, which is adjacent to Beijing Railway Station, one of major thoroughfares to and from Beijing. In addition to the indigenous residents, there are many other units such as hotels, various small commercial ports and so on. With a large number of vehicles and people moving in and out of the city, the heavy task of epidemic prevention and inspection expects a higher standard of the number of staff and their abilities. As well as the residents and employees come and out on a daily basis, there are also a great number of outsiders come here to do business, which adds a great deal of pressure to the quarantine inspection work.

In particular, from 9 a.m. to 11 a.m., the flow of people is most concentrated, which objectively makes it impossible to improve efficiency and also irritated personnel from various sectors. This is a time to test the ability of the staff of IEEPA to actively promote the ecological and humanistic spirit “ The First Philanthropist Is Me”; Also, “no haste, be patient” is the top priority at this time. Besides, easy-to-understand explanation, high-efficient organization of personnel, cooperation based on division of labor are required at the same time. The staff should complete a group of personnel inspection within 3 seconds and let them pass immediately.When encountering objective problems, the staff will introduce them to the personnel nearby to explain and offer solutions, in order to avoid road congestion and dense crowds. It is also a big test for the staff to complete every task in a meticulous, correct and efficient way. They are all clear that they must pass this test.

In the course of duty, the staff of IEEPA often encounters with people who are impatient, uncooperative with inspections, or even break into checkpoints, for both objective and subjective reasons. In general, it is important to think in others’ shoes and to be humane. Because the inappropriate communication extremely easily  aggravates contradictions, grassroots work must be prevented from the emergence of this phenomena. Therefore, when faced with this kind of problem, we must take prompt and decisive measures to solve it. Some people are not familiar with the steps of opening health QR codes on WeChat and unable to search their information in the systems. Our staff should guide them patiently and help them to operate and pass in the shortest time. The International Ecological Economy Promotion Association (IEEPA) has its duty, but it is more about serving the public and thinking of ways for the public, which is pivotal. Moreover, IEEPA actively collaborates with the staff of the street office, explains the relevant policies and regulations of epidemic inspection, and asks for others’ understanding. During this anti-epidemic war, everyone has paid a lot.

Sponsored and hosted by IEEPA and supported together by the People’s Pictorial Office of China Foreign Language Publishing Administration, the Korea Asia Daily, the Korean Architectural Design and Research Institute, and the Fenhan Network, the public welfare project "Spreading love worldwide" was held in Seoul City, South Korea on April 6th. Volunteers gave out masks to residents of Seoul and the foreigners passing by for free in streets near Hongik University.

Under the efficient arrangement of the epidemic materials and the precise deployment of the epidemic prevention work by the government of South Korea, the epidemic situation in South Korea has been effectively controlled. Also, it has received supports from Chinese government. The money donated by experts and staffs of IEEPA was used to purchase 3,000 masks, of which 2,400 were donated directly to South Korean government agencies, and 600 were distributed to Seoul residents in the streets by volunteers from South Korea's Fenhan Network. People in Seoul were surprised to receive the masks and wishes from China, and expressed their gratitude to the volunteers. Many people also said, China's anti-epidemic work have provided a sense of safety for everyone, which resulted from all the efforts. Some Seoul residents also emphasized that, epidemic prevention requires the efforts of every person. Anyone who does not care will destroy current achievements. "I hope that people of the two countries can overcome the virus as soon as possible and work together for common development ", a citizen named Jin said.

Gaoyang government in South Korea was very happy to receive the donations from Chinese social sectors. They said that after the outbreak of the "COVID-19" epidemic, China and South Korea established a joint anti-epidemic model of inter-governments and inter-persons for the rest of the world to help each other overcome difficulties. Although political systems and cultures are different in each country, "Community of Human Destiny" still transcends them. With the concept of "Great Harmony", the beauty of the world as well as health and safety can be forged.

Li Junyang, Acting vice-president of IEEPA, said that, Rome was not built in one day, and Good deeds have no size. In the current situation, it is necessary to give full play to the capabilities of professional organizations and actively work to win this COVID-19 epidemic prevention and control war. This series of public welfare project "Spreading love worldwide" officially entered South Korea after Ukraine, Japan, and Serbia, and was jointly organized and relayed by the two countries’ governments and social units, which reflected the wish that "China’s Temperature" warms the world. The virus cannot recognize races, and the epidemic spreads no borders. Only by working together can people from all over the world overcome the COVID-19.

Since the outbreak of the epidemic, IEEPA has always adhered to the concept of “community of human destiny”. For one thing, they volunteered at the grassroots level in Beijing to participate in the epidemic prevention work when every two people worked in groups and worked in shifts based on working-days. For another, IEEPA have also carried out public welfare projects continuously both at home and abroad, donated funds and materials valued more than 1 million collectedly, and provided material assistance for the epidemic prevention work. At the moment, IEEPA is promoting the public welfare project "Spreading love worldwide" in the European Union headquarters in Brussels, Belgium and London, UK, to actively demonstrate the strength and power from the people in Chinese social organizations. Guided by “the community of human destinies”, IEEPA will relay with people in the countries and cities where it is, in order to make contribution to the maintaining global public health and safety.
